Mark A. Meyer, Esq. Appointed Honorary Consul of the Republic of Moldova for the State of New York

The Embassy of the Republic of Moldova in the United States of America is pleased to announce the appointment of Mark A. Meyer, Esq., a distinguished American lawyer, as Honorary Consul of the Republic of Moldova for the State of New York.

The mission of the Consulate is to promote cultural, economic, and educational links between the Republic of Moldova and the State of New York. In his capacity as Honorary Consul, Mr. Meyer will be able to increase Moldova’s visibility and presence in the important world financial capital of New York City.

Mr. Meyer is a leading international lawyer with the firm of Herzfeld & Rubin, P.C. He is a member Panel of Arbitrators of the International Center for the Settlement of Investment Disputes (ICSID), and an Adjunct Professor of Law at St. John’s University School of Law in New York City. In 2006, the President of the Republic of Moldova bestowed upon Mr. Meyer the Republic of Moldova’s Medal of Civic Merit. In 2007, St. John’s University School of Law conferred upon Mr. Meyer the degree of Doctor of Laws, honoris causa, describing him as “a pioneer in promoting the rule of law in Central and Eastern Europe since 1990.” In 2011, Fairleigh Dickinson University conferred the degree of Doctor of Humane Letters, honoris causa, upon Mr. Meyer lauding him for: “embracing the promise of other cultures, working tirelessly to promote the rule of law in a developing region and building international relationships based on mutual cooperation.” In 2004, Mr. Meyer was named a Harvard Law School Traphagen Distinguished Alumnus for his “great skill in the economic, legal and political transformation of a developing region”. Mr. Meyer has been Chairman of the Moldovan-American Chamber of Commerce since 1992. He is a graduate of Fairleigh Dickinson University, St. John’s University, and Harvard Law School.

MACC’s Mark Meyer Named to World Bank ICSID Panel

Mark A. Meyer, National Chairman of the Moldovan-American Chamber of Commerce, was designated by the Republic of Moldova to the Panel of Arbitrators of the International Center for the Settlement of Investment Disputes (ICSID) for a six year term ending October 13, 2017. ICSID is an autonomous international institution that is part of the World Bank and established under the Convention on the Settlement of Investment Disputes between States and Nationals of Other States. There are currently 157 signatory States to the ICSID Convention. ICSID is the leading international arbitration institution devoted to investor-State dispute settlement. ICSID has an Administrative Council that is chaired by the World Bank’s President, and it provides facilities for the conciliation and arbitration of investment disputes between member countries and individual investors. The Panel of Arbitrators and the Panel of Conciliators are composed of individuals appointed by ICSID Member States and by the Chairman of the ICSID Administrative Council.

On August 27, 1991, the Republic of Moldova proclaimed its independence from the Soviet Union. Since that time, Moldova’s path to building a free and democratic society has been fraught with challenges. The frozen conflict in Transnistria, authoritarian government, economic troubles, and weak civil society are just some of the obstacles the country has struggled to overcome. In the last three years, however, the country has experienced significant and positive changes. A pro-reform government, better prospects for EU integration, and growing US support are encouraging signs that Moldova is on the right path and make the country one of the few success stories in the former Soviet space. Twenty years after the collapse of the USSR, experts will share their thoughts on the state of democracy in Moldova, the country’s transition process, and ways to continue strengthening Moldova’s state institutions and civil society.

As we celebrate Independence Day, join us in commemorating another important holiday for Moldovans – Language Day. On August 31, 1989, Moldova’s Supreme Soviet passed a law allowing the use of Latin script for the Romanian language.
